INTRODUCTION:

Welcome to the Safely Operate Elevated Work Platforms (EWPs) Up to 11 Metres course. This course only includes a challenge assessment designed to assess your knowledge and skills required to demonstrate competence in planning, preparing, operating and shutting down EWPs safely, including applying SWMS controls, maintaining exclusion zones, managing overhead hazards, and using fall protection and emergency systems in accordance with workplace procedures and manufacturer requirements.

Safely operating an elevated work platform up to 11 metres involves using powered access equipment, such as scissor lifts and self-propelled boom lifts, to position workers and materials at height in a controlled manner. Because EWPs operate in dynamic construction environments that may include uneven ground, moving plant, changing weather, overhead power lines, confined work areas and shared access zones, safe operation depends on effective site assessment, correct machine selection and set-up, disciplined load management and secure handling of tools and materials on the platform. Effective EWP practice is essential to preventing falls, tip-overs, collisions, contact with overhead services, dropped objects and uncontrolled descent incidents, while ensuring work at height remains compliant and efficiently coordinated with other site activities.

The course assessment focuses on your ability to interpret and apply EWP operating requirements, make informed judgements about site hazards, SWMS controls and machine set-up, and recognise the practical steps required to operate EWPs safely under typical site constraints. You will be required to demonstrate how you confirm job requirements from plans, specifications and instructions, inspect the work site and terrain to determine stabilising needs and safe working area requirements, and assess site conditions and hazards to apply health and safety requirements during planning and set-up.

This assessment will confirm your understanding of core preparation and control requirements, including reviewing and confirming EWP-specific SWMS controls such as exclusion zones, overhead power line clearance, safe working load and risk controls, and selecting required plant, tools, equipment and PPE while completing serviceability checks and rectifying or reporting faults. It will also assess your knowledge of identifying, preparing, handling and positioning materials safely on the platform, confirming verbal and non-verbal communication signals with team members and other personnel, and establishing and practising a rescue plan that recognises the use and limitations of fall arrest and fall rescue systems.

You will also be assessed on operational safety systems and practical operating procedures, including connecting power sources and completing pre-operational checks in line with operator manuals, manufacturer specifications, logbooks and maintenance schedules, completing start-up procedures and checking controls for correct operation and ease of movement, and verifying that emergency safety devices such as ground controls, emergency descent and override systems are present and functioning correctly. The assessment will examine your understanding of positioning the EWP for the work application, engaging stabilisers or outriggers where fitted, managing set-up on uneven terrain, fitting fall arrest harnesses correctly and attaching lanyards to designated points while controlling maximum free-fall distance, and operating scissor lifts and self-propelled boom lifts under 11 metres using required functions and controls. It will also confirm your knowledge of lowering, shutting down and completing work completion procedures, including post-operational checks, logbook completion, safe storage of safety equipment, and cleaning and storing EWPs, tools and equipment with waste managed to site and environmental requirements.

By successfully completing this course assessment, you will have demonstrated that you can interpret and apply the core requirements for safely operating elevated work platforms up to 11 metres, including confirming job requirements, assessing site conditions and terrain, applying SWMS controls and exclusion zones, selecting and checking equipment and PPE, managing materials and communication, applying rescue and emergency readiness, completing pre-operational and start-up checks, operating EWPs safely with fall protection, and shutting down and completing post-operational procedures—confirming your readiness to operate EWPs safely within construction site operations.

TOPICS COVERED IN THIS ASSESSMENT:

This course assessment is based on the following topics:

1.    Confirming job requirements for EWP work, including plans, specifications, and instructions from relevant personnel

2.    Inspecting the work site and checking terrain level to determine stabilising needs and safe working area requirements

3.    Assessing site conditions and hazards and applying site health and safety requirements to planning and set-up

4.    Reviewing and confirming the EWP-specific SWMS, including exclusion zones, overhead power line clearance, safe working load, and risk controls

5.    Selecting required plant, tools, equipment and PPE, completing serviceability checks, and rectifying or reporting faults before use

6.    Identifying, preparing, safely handling and positioning materials on the platform to suit the work application

7.    Confirming verbal and non-verbal communication signals and coordination methods with team members and other site personnel

8.    Establishing and practising a rescue plan, including the use and limitations of fall arrest and fall rescue systems

9.    Connecting power sources and conducting pre-operational checks to the operator manual, manufacturer specifications, logbooks and maintenance schedules

10. Completing start-up procedures and checking controls for correct operation and ease of movement

11. Verifying emergency safety devices are present and operating correctly (e.g. ground controls, emergency descent, override systems)

12. Positioning the EWP for the work application and engaging stabilisers or outriggers where fitted, including set-up on uneven terrain

13. Fitting fall arrest harnesses correctly and attaching lanyards to the designated attachment point, including controlling maximum free-fall distance

14. Operating scissor lifts and self-propelled boom lifts under 11 metres, including required functions and controls, elevating to work position, and applying locking and shutdown requirements

15. Lowering, shutting down and completing work completion procedures, including post-operational checks, logbook completion, safe storage of safety equipment, and cleaning and storing EWPs, tools and equipment, with waste managed to site and environmental requirements
