INTRODUCTION:

Welcome to the Develop & Implement a Positive WHS Culture Strategy course. This course only includes a challenge assessment designed to assess your knowledge and skills required to demonstrate competence in leading, designing and governing strategies that build and sustain a positive work health and safety (WHS) culture, underpinned by clear organisational values, strong leadership and effective systems.

A positive WHS culture strategy involves deliberately shaping the beliefs, behaviours and practices that influence how safety is understood, prioritised and acted on across an organisation. It is grounded in the principles of WHS culture and the concept of a “just” culture, where people are encouraged to report issues, treated fairly and held appropriately accountable. Effective WHS culture leadership requires a sound grasp of legislative, regulatory, privacy and confidentiality requirements, as well as good-practice theories, programs and policies that move organisations beyond simple compliance toward genuine commitment to health, safety and wellbeing.

The course assessment focuses on your ability to interpret and apply WHS culture concepts, make informed judgements about the current state of WHS culture, and recognise the practical requirements involved in designing and implementing a WHS culture strategy. You will be required to demonstrate how you assess WHS culture using data, audits and diagnostics, identify organisational priorities, objectives and the desired future state for WHS culture, and understand the roles, responsibilities and accountability of leaders in driving WHS culture change.

This assessment will confirm your understanding of how to develop WHS culture strategies, policies, procedures and key performance indicators (KPIs), and how to determine and plan resourcing requirements to support implementation. It will also examine your knowledge of communication and consultation processes that promote and support a positive WHS culture, and how roles, responsibilities and governance are established so that WHS culture strategy is owned and driven at all levels of the organisation.

You will also be assessed on how WHS culture strategies are implemented, monitored and improved over time, including workforce learning and development approaches that build WHS awareness, competence and engagement. The assessment will explore your understanding of workforce factors that impact WHS culture—such as language, literacy, cultural profiles, behaviour and attitudes—and how these are taken into account in strategy design and implementation. In addition, you will be required to demonstrate how WHS culture performance is monitored using KPIs, feedback tools and WHS data, how outcomes are evaluated and documented, and how findings are reported and communicated to support learning and accountability. Finally, you will show how continuous improvement mechanisms are used to review, refine and sustain a positive WHS culture over time.

By successfully completing this course assessment, you will have demonstrated that you can interpret and apply the core requirements of developing and implementing a positive WHS culture strategy at an organisational level, including understanding WHS culture principles and legal requirements, assessing current culture, designing and resourcing strategies, engaging leaders and the workforce, and monitoring, evaluating and continuously improving WHS culture—confirming your readiness to lead or significantly influence WHS culture initiatives within an organisation.
