INTRODUCTION:

Welcome to the Plan & Conduct Competency-Based Assessments course. This course only includes a challenge assessment designed to assess your knowledge and skills required to demonstrate competence in planning, organising, conducting and finalising competency-based assessments within an RTO environment, including ensuring assessments align with legislative and regulatory requirements and produce valid, sufficient, authentic and current evidence to support defensible judgements.

Planning and conducting competency-based assessments involves applying an RTO’s assessment system and training and assessment strategy to determine what evidence is required, how it will be collected, and how it will be judged against unit requirements. This work requires disciplined application of the principles of assessment and the rules of evidence because assessment decisions must be consistent, fair and compliant, and must stand up to review, validation and audit requirements. Effective assessment practice is essential to ensuring candidates are assessed appropriately for competence, that reasonable adjustments support equitable participation without lowering standards, and that assessment outcomes are recorded accurately and securely.

The course assessment focuses on your ability to interpret and apply assessment system requirements, make informed judgements about assessment methods and evidence quality, and recognise the practical steps required to conduct assessments professionally from pre-assessment through to finalisation. You will be required to demonstrate how you access the RTO assessment system, relevant legislative and regulatory requirements, and confirm assessment policies and procedures for your assessor role, and how you access the training and assessment strategy and delivery plan to confirm assessment purpose, target group, requirements and resources.

This assessment will confirm your understanding of assessment planning and candidate preparation requirements, including analysing units of competency and assessment tools, confirming mapping, and validating alignment to the principles of assessment and rules of evidence. It will also assess your knowledge of identifying assessor and candidate pre-assessment actions, confirming evidence expectations, identifying and obtaining resources to meet assessment conditions, recognising where RPL applies and applying it appropriately, and determining and applying reasonable adjustment while maintaining unit rigour. In addition, it will examine your capability to review foundation skill requirements, compare these to candidate levels, and arrange specialist support where needed.

You will also be assessed on assessment delivery and judgement requirements, including contextualising the assessment process to the candidate’s industry role and work environment and recording any modifications, explaining the assessment process and performance standards to candidates and confirming the right to appeal, confirming candidate readiness and scheduling assessment activities, and organising assessment activities and candidate support in line with assessment tool instructions and agreed methods. The assessment will examine your ability to collect, organise and document evidence using appropriate methods and instruments, ensure evidence quality meets the rules of evidence, and monitor and address WHS hazards during evidence collection while adjusting reasonable adjustments as required. It will also confirm your competence in making and recording assessment judgements with reasons, seeking moderation where required, providing feedback and re-submission opportunities, completing follow-up actions, finalising assessment records and results, and reviewing your own assessment practice using feedback to identify and implement improvements.

By successfully completing this course assessment, you will have demonstrated that you can interpret and apply the core requirements for planning and conducting competency-based assessments, including working within an RTO assessment system, confirming TAS requirements, validating assessment tools and mapping, preparing candidates and resources, applying RPL and reasonable adjustment appropriately, addressing foundation skills, conducting and documenting evidence collection safely, making defensible assessment judgements, managing feedback and re-assessment, finalising records correctly, and improving assessment practice through review and moderation processes—confirming your readiness to assess competence in a compliant vocational education context.

1.    Accessing the RTO assessment system, relevant legislative and regulatory requirements, and confirming assessment policies and procedures for the assessor role

2.    Accessing the training and assessment strategy and delivery plan and confirming assessment purpose, target group, requirements and resources

3.    Analysing units of competency and assessment tools, confirming mapping, and validating compliance with the principles of assessment and rules of evidence

4.    Identifying assessor and candidate pre-assessment actions, including required preparation steps and evidence expectations

5.    Identifying and obtaining resources to meet assessment conditions, including assessment environment, equipment, and required materials

6.    Identifying where recognition of prior learning (RPL) applies and applying it appropriately without compromising assessment integrity

7.    Determining and applying reasonable adjustment to meet candidate needs while maintaining rigour and unit requirements

8.    Reviewing foundation skill requirements of the unit and candidate foundation skill levels, and arranging specialist support where needed

11. Confirming candidate readiness and scheduling assessment activities in line with organisational procedures and time requirements

13. Collecting, organising and documenting evidence using appropriate methods and instruments, ensuring evidence quality meets the rules of evidence and principles of assessment

14. Monitoring and addressing WHS hazards during evidence collection, and monitoring and adjusting reasonable adjustments as required during assessment

Making and recording assessment judgements (satisfactory/not satisfactory and competent/not yet competent) with reasons, seeking moderation where required, providing feedback and re-submission opportunities, completing follow-up actions, finalising assessment records/results, and reviewing own assessment practice using feedback to identify and apply improvements
